November 27 is the deadline for the Ministry of Industry and Information Technology to publicly solicit comments on the "Clean Alkaline Production Promotion Plan for the Caustic Soda Industry." The revised version of the plan will be officially announced in the near future. The plan proposes the direction and objectives for promoting clean production in the caustic soda industry within three years: the development and promotion of new technologies for energy saving and environmental protection, and the promotion of upgrading of technology and equipment; the level of energy consumption and pollutant emissions will be drastically reduced, and the goal of cleaner production will be achieved.
It is understood that in recent years, the rapid development of China's caustic soda industry, the current output of caustic soda has ranked first in the world, but some of the long-term accumulation of problems have gradually revealed. First, the overcapacity is serious. In 2008, caustic soda production capacity was about 24.8 million tons, and the output was 18.5 million tons, which accounted for only 74.6% of the total production capacity. Second, key technology innovation is not enough, ion membrane manufacturing technology is still monopolized by foreign companies such as the United States and Japan, and industry energy-saving emission reduction technology research and development lack of financial support. Third, the industry is facing increasing pressure for environmental protection. After years of development in the caustic soda industry in our country, older companies with outdated equipment and old technology are in the majority, the awareness of energy saving and emission reduction of enterprises is not high, and the driving force for the reform of clean production technology is insufficient. Since the financial crisis, 80% of domestic companies in the caustic soda industry have suffered losses and lacked funds for clean production. Up to now, the state's restriction mechanism for mandatory cleaner production audits in the caustic soda industry has not yet been established.
The main pollutants produced during the production of caustic soda include salt sludge and alkali-containing waste water. Diaphragm caustic soda also produces hazardous waste waste asbestos. Calculated in caustic soda production in 2008, the industry produced more than 900,000 tons of salt sludge, about 69.5 million tons of waste water, about 900 tons of waste rock wool, and an average of about 794.6 kg of standard coal caustic soda products. Annual consumption of standard coal is about 14.7 million tons.
The goal of the “Cleaning Production Promotion Plan for the Caustic Soda Industry” (Draft for Soliciting Opinions) is that by 2011, the comprehensive energy consumption of caustic soda products will be an average of 700.5 kg of standard coal, and the entire industry will reduce the consumption of 2.155 million tons of standard coal; 700,000 tons, the discharge of wastewater was reduced to 60.5 million tons, and the production of waste asbestos was reduced to 460 tons. Through step-by-step implementation, the promotion of caustic soda production technology and equipment upgrades, including ion membrane membrane electrolyzer replacement of ordinary metal diaphragm electrolyzer, membrane caustic soda expansion anode technical transformation, membrane denitrification technology, three-effect countercurrent membrane evaporation technology series of clean production technology The promotion and application are the focus. Strengthen the research of oxygen cathode technology and strive to establish a 100,000-ton production demonstration project before 2011; strengthen domestic application of ion membrane technology, three-phase flow caustic soda evaporation technology and ultrasonic anti-scaling energy-saving technology application demonstration project construction, to 2011 The annual ionic membrane caustic soda ratio reached 85%; ordinary diaphragm caustic soda completes the expansion of anodes and modified diaphragms; 3 million tons of caustic soda production capacity is applied with zero-pole pitch electrolysis cells; and about 10 million tons of caustic soda production capacity is applied with membrane denitration technology. Industry penetration rate reached 40%; promotion of 2 million tons of caustic soda production capacity using three-way counter-current membrane evaporation technology; promotion of 3 million tons of caustic soda production capacity using hydrogen chloride synthesis waste heat utilization technology.
The person in charge of the China Chlor-Alkali Industry Association told the reporter that the launch of the Cleaner Production Program stipulates that the caustic soda industry should implement cleaner production practices within three years, so that enterprises can achieve clean production standards through technical breakthroughs, equipment upgrades, and energy conservation and emission reduction measures. . “The next step is also to prepare for the implementation of a nationwide clean production audit and certification in the caustic soda industry to guide the company’s targeted selection of clean production technology and equipment,” the official said.
Zhang Peichao, deputy general manager of China Chlor-Alkali Network, said that the implementation of cleaner production will accelerate the structural adjustment and industrial upgrading of the caustic soda industry and continuously enhance the industrial competitiveness. According to the “Guidelines for the Petrochemical Industry Adjustment and Revitalization Support Technical Guidelines” recently issued by the China Petroleum and Chemical Industry Association, the caustic soda industry will focus on promoting the use of oxygen cathode low trough voltage ion-exchange membrane electrolysis for the production of caustic soda and the metal anode process for caustic soda expansion. , modified diaphragm, membrane pole pitch and other energy-saving technologies.
“The reason why companies prefer to spend more money is to introduce foreign technology, mainly because some of the key technologies in the country are currently closed, the consumption is high, and the quality is poor. For example, ion-exchange membrane technology for the production of caustic soda is advanced enough, but the power consumption of the new-generation oxygen cathode technology is high. It is 40% of it, and the United States, Japan, and Europe are stepping up research and development, but they are still not industrialized. He also suggested that in the promotion of ion-exchange membrane caustic soda, the diaphragm caustic soda ratio should be greatly reduced, otherwise it will increase the excess production capacity.
It was also learned that the "Clean Alkaline Clean Production Standard" released earlier was formally implemented on October 1. The launch of the caustic soda industry cleaner production implementation plan will make this standard more operational.
