Jiang Xinmin pointed out that structural adjustment involves layout optimization, merger and reorganization, park development, industrial integration, elimination of backwardness, and many other aspects that need to be taken seriously in light of industry characteristics. The core task of structural adjustment is to develop high-end petrochemical products, lead the development with differentiated, high-value product technologies, realize the diversification of raw materials, and accelerate the internationalization process.

He said that by 2015, the China petrochemical industry will form a number of 20 million-ton oil refining market bases, with an average national refinery size of more than 600 tons/year, and an average ethanol plant size of 600,000 tons/year or more, nitrogenous fertilizers, pesticides, Traditional industries such as chlor-alkali, soda ash, calcium carbide, etc. have eliminated the backwardness, mergers and reorganizations have reduced the number of companies, and increased the degree of industrial concentration. The corporate structure has been further optimized. The industrial structure should be more reasonable, and the quality of oil products should be further improved. The ratio of diesel oil and gasoline should be reasonable, which can basically meet the demand of domestic oil products. The proportion of special materials for downstream ethylene products will increase, and the varieties will be further enriched.

Jiang Xinmin said that during the "12th Five-Year Plan" period, the petrochemical industry's important development areas are the Yangtze River Delta, the Pearl River Delta, and the Bohai Rim region. Industry is concentrated in these three regions, and the degree of aggregation is further enhanced. The refined oil "Northern Oil Southward Transport" status is achieved. improve. During the planning period, a number of 2 million-ton ethylene production bases are planned to be built.
