Prevention of POPs into National Environmental Protection Focus

After signing the contract for 10 years and fulfilling 7 years, China has achieved a total ban on compliance targets for the first phase of the production, use, import, and export of pesticide POPs (POPs). POPs pollution prevention and compliance . At the same time, through the implementation of the contract, the promotion of environmental protection in China has been promoted step by step, and the prevention and control of POPs pollution has become one of the key areas of the National Environmental Protection “Twelfth Five-Year Plan”. This is the message from the launching ceremony of the 10th anniversary of the POPs signing ceremony in Beijing on May 23.

In order to make the control, reduction and elimination of POPs systematic and normal, in the “Twelfth Five-Year Plan” environmental protection plan in China, POPs pollution prevention and control has been regarded as one of the four important areas. The Ministry of Environmental Protection also initiated the preparation of the “Twelfth Five-Year Plan” related to POPs, namely the “12th Five-Year Plan” for prevention of POPs pollution in major industries and the 12th Five-Year Plan for Implementation of International Environmental Conventions, which will guide local governments. Completed the compilation of provincial POPs “Twelfth Five-year Plan” pollution prevention and control plan, and obtained provincial government approval. At present, the “Twelfth Five-Year Plan” for the prevention and control of POPs pollution has been completed and is about to enter the consultation stage.

Li Xinmin, inspector of the Pollution Prevention Department of the Ministry of Environmental Protection and deputy director of the National Performance Coordination Office, said that during the “Twelfth Five-Year Plan” period, China will combine organic pollution control and POPs pollution prevention and control, transfer of structure, control of emissions, and management of pollution to give priority to Renovate high risks, focus on remediation of pollution in key regions, major industries and enterprises, control the emissions of two types of POPs in key industries and regions, solve high-risk POPs wastes and contaminated sites, establish a whole-process management and protection mechanism, and ensure the human body Health and environmental safety.

It is understood that as the first signatory state of the convention, China signed the Stockholm Convention on May 23, 2001, and the convention entered into force for China on November 11, 2004. In the past 10 years, POPs have attracted much attention from the unknown, from the unclear to the preliminary status, and from the beginning to the diversification of reduction measures and governance technologies, China has achieved remarkable results in the prevention and control of POPs pollution. . Through the nationwide POPs survey work, the basic data of the main emissions sources of the two industries and companies, the pesticides and PCB wastes in the key provinces, and the characteristics of the contaminated sites have been initially ascertained; the POPs environmental pollution prevention and control has been initially established. And the management framework; carried out a number of pesticide POPs reduction and substitution, POPs waste disposal technology demonstration, and emission reduction technology demonstration for two key POPs-related POPs emission industries.
