According to inquiries from related parties, the company’s 5,000 tons/year regenerative lubricants investment project and the 2,000 tons/year emulsified oil treatment production line are currently the most advanced waste lubricating oil reprocessing lines in the country, and its core uses molecular distillation technology to ensure The components of the lubricating oil in the waste oil are extracted under high vacuum and low temperature, and the lubricating oil components are not cracked. However, the hero of this modern production plant is useless.

National statistics show that in 2010, China's apparent consumption of lubricants was 10.813 million tons, of which 8.569 million tons were lubricants, 2.45 million tons were imported, and 206,000 tons were exported. According to oil industry data analysis, China's lubricant consumption has accounted for 17% of the world total, and 30% of its base oil is imported. China's high quality base oil resources are in short supply.

Experts said that the lube market calls for the recycling of resources. The waste oil recycling industry not only reflects environmental protection, but also is an important part of the development of circular economy and comprehensive utilization of resources. Take waste lubricants as an example, oil scrap is only part of the hydrocarbons (about 10% to 25%) deteriorated, and most of the remaining hydrocarbon composition is still the main viscosity carrier of lubricating oil. As long as the deteriorating substances and impurities are removed, we can put The waste oil is regenerated to meet the requirements of the base oil, and then according to the label, the required additives are added to obtain the refined oil. If crude oil is used to extract the base oil, the yield is only 4%, while the use of waste oil can obtain about 70% of the base oil. The use of waste lubricants has great potential.

Judging from the sources of used oil resources, a considerable number of companies currently sell waste oil to private individuals in order to obtain high returns. According to statistics from the Shanghai Municipal Department of Hazardous Waste Disposal, only 5,000 tons of waste lubricants are currently disposed of by qualified companies each year, and the rest are recovered by individuals. The survey found that there is a huge “guerrilla” for waste oil recovery in the Shanghai market, which is mainly composed of individual traders who do not have access to hazardous waste management qualifications. Their operating methods are flexible. They use cash payment as the main settlement method. They have strong market penetration. They sell resales of used oil to middlemen every day. After sorting and sorting by middlemen, they are sold to other small-scale refineries in foreign markets according to different types.

It is understood that currently the domestic renewable oil industry generally adopts two kinds of technologies. One is the acidification-clay soil method, which uses a tower distillation device to refine the lubricating oil components in the waste oil, and then removes the harmful substances in the oil by adding sulfuric acid and clay to obtain the primary lubricating oil base oil. Lubricating oil blending. This method produces a large amount of colloidal oil residue, acid residue, and white clay residue during the production process, causing pollution to the water body and soil. The large refinery has already eliminated this process. The other is the high-temperature pyrolysis method, which has a small investment scale, simple technology, high oil yield, and causes serious pollution. The process requires only a few sets of heating furnace, sealed and heated to 500 ~ 600 °C, through the waste oil cracking can be non-standard diesel, and then through the shoddy and other means to obtain high profits.

Chen Yong, general secretary of the Shanghai Municipal Association for Comprehensive Utilization of Resources, pointed out that it is necessary to strengthen the management of the recovery of waste oil resources and eliminate obsolete, small-scale refineries that pollute the environment. A professional scale enterprise like Baosteel's waste oil processing company should allow it to “eat” and assume social responsibility to protect the environment and save energy.

How to deal with the challenges of recycling "guerrillas" and illegally small oil refining? Baosteel Development Company Liu Xiaoxuan and other experts recommend regulating and promoting the scientific development of China's renewable oil industry from four aspects.

The first is to strengthen the review of industry qualifications. Waste mineral oil is one of the 49 hazardous wastes clearly demarcated by the National Solid Waste Pollution Prevention and Control Law. It is recommended that the environmental protection department review not only its environmental pollution prevention and control measures but also the review opinions on the technological advancement and resource recycling economic value during the review of the “Special Operation Permit” of waste oil recycling and disposal companies. According to the regulations of environmental protection and safe production, compulsory reprocessing oil processing enterprises must settle in industrial parks.

The second is to strengthen the construction of urban recycling system. Waste mineral oil is an important component of petroleum resources. According to the 2006 National Development and Reform Commission’s “Circular on Issuing Guidelines for the Comprehensive Utilization of Resources during the Eleventh Five-Year Plan”, it focused on supporting pilot projects of recycling systems in 24 domestic cities to form urban communities. The third is to promote efficient, environmentally friendly distillation hydrogenation process and encourage large-scale production. Distillation hydrogenation technology is currently the mainstream of the world's waste lubricant processing technology, on the basis of maximum protection of lubricant resources, the environment does not cause secondary pollution, and can effectively solve China's current recycling oil industry waste of resources and environmental pollution. It is recommended that relevant departments should “explicitly prohibit” the use of the backward processes such as acidification-white soil method, high-temperature pyrolysis method, etc., and eliminate the backwardness, so that the resources will be concentrated in enterprises with competitive advantages.

Fourth, government departments must issue specific recycling systems. At present, the waste mineral oil recycling industry has been included in the income tax preferential list for comprehensive utilization of resources, but the definition of product targets and technical standards is rather vague, and the threshold is low and causes waste of resources. In the “Notice of the State Administration of Taxation on Comprehensive Utilization of Resources and Value-added Tax Policies for Other Products”, it is not clear that the waste mineral oil recycling industry enjoys specific fiscal and taxation policies, while for the regenerated oils of animal and vegetable oils, it is clear that implementation of value-added tax retreat will be receded. policy.
