Some My Hopes for Private Enterprises——An Impromptu Statement by Li Yongwu, President of China Petroleum and Chemical Industry Association

At the 2006 China Petroleum and Chemical Private Enterprises Development Conference held on May 28, President Li Yongwu of the China Petroleum and Chemical Industry Association first delivered a speech. When the meeting in the morning is about to end, President Li told the host of the conference. After listening to several speeches, I suddenly developed some ideas. I want to occupy another ten minutes and say something to my heart, even if I say impromptu. It.

When President Li made a statement, he immediately received a round of applause.

President Li said that I must first say that private enterprises occupy a very important position in state-owned enterprises. In terms of quantity, there are more than 20,000 chemical companies above designated size, and private enterprises account for more than 19,000, reaching 89.5%. From the technical point of view, private enterprises also have many world-class technologies, and many private enterprises are making efforts to increase their autonomy. R & D capabilities, independent research and development of competitive products, in the fine chemical industry, bio-engineering and chemical materials and other high-tech fields took the first place, emerged a group of leading companies in the development of the industry leading enterprises. It can be said that the development of private enterprises has entered a new stage. These private enterprises are an integral part of the chemical industry.

Second, private enterprises will have to stand the test during the “Eleventh Five-Year Plan” period, and their minds must be clear-headed. The way must be clear. The requirements of the state for companies are the same, regardless of whether they are state-owned or private. During this period, the pace of private development will be quite fast. You have the flexibility and enthusiasm of the mechanism, but at the same time, you should also note that the work in the next few years will be on the market. With more and more attention on access and environmental protection, the EU will officially implement the “Registration, Evaluation, Licensing and Restriction of Chemicals Act” in the EU next year, which will have a certain impact on China's relevant chemical companies. With the improvement of environmental protection requirements in various countries, the elimination of some polluting chemical companies and products is an inevitable trend. We should pay attention to the development of the international market and take this opportunity to adopt international standards or the physical standards of world-famous companies to organize production, adopt high technology and clean production processes, and timely research and collect technical regulations and technical standards in various countries to improve product quality. Enhance product innovation capabilities to meet the actual needs of domestic and foreign markets. Regardless of domestic or international requirements for technical content, not because you are a private company, you should lower your barriers. Therefore, private enterprises must have a psychological readiness to make structural adjustments. This is a challenge for everyone. I hope that all entrepreneurs will speed up their competitiveness in the market, form their own industrial chain as soon as possible, use the development period of the past few years, and thrive, and many Chinese bosses and world leaders will emerge.

Third, there is a perception in the society that chemical companies love accidents and change their colors, but a country that does not have chemical industry absolutely cannot. I have a proposal. Today, there are private enterprises and entrepreneurs of a certain scale. Can you start with yourself and stop the old path of governance after pollution first, resolutely implement the circular economy, and reverse people's opinions on chemical companies? Opinions: You are a developing company and a fresh force. In implementing the “Eleventh Five-Year Plan”, we must pay special attention to Responsible Care, Hazardous Chemical Safety, and the implementation of MSDS (Material Safety Data Sheet).

Private enterprises play an increasingly important role in promoting market competition, increasing employment opportunities and technological innovation. I believe private companies will have great development in the next few years. I sincerely hope that private enterprises will create a new world of chemical industry. At the same time, I look forward to the good news for everyone. President Li’s voice just fell and his applause sounded again.
