28 air monitoring stations in Shandong will implement market operation

A few days ago, the reporter learned from the Shandong province's urban environmental air quality automatic monitoring station pilot meeting that Shandong Province will change the way air automation stations were operated by environmental protection agencies, transfer property rights, publicly bid for operating units, and marketize air quality monitoring. The operation not only saves operating costs, but also makes the monitoring data more accurate and fair. According to the plan, 28 air monitoring stations in Jinan, Binzhou and Heze will take the lead in piloting the TO model.

Zhang Bo, director of the Shandong Provincial Environmental Protection Department, told the reporter that the automatic air monitoring station is operated by a third party and that the municipality no longer undertakes the operation of the air station. It can concentrate on the quality control audit of the data and increase the number of outdoor air stations. The overall comparison improves the data's objectivity, accuracy and fairness. At the same time, after the implementation of the TO model, the provincial and municipal environmental protection agencies are the main units of the operating contract and jointly sign an operation contract with the operating unit. The provincial level is responsible for the overall management of the operating unit and the comparison unit. The municipal level is responsible for ensuring the monitoring conditions. And at any time to the provincial Environmental Protection Department to reflect operational issues and data queries. The assessment mechanism adopts an assessment mechanism combining economic measures, qualification management, and laws and regulations. If it fails to meet operational requirements or operates in violation of regulations, it deducts the corresponding operating expenses until the termination of the operating contract, cancels the qualification of operating in Shandong, and the circumstances seriously violate the criminal law. Handed over to the judicial department for processing according to law, its operating equipment is depreciated according to the service life of the equipment determined in this plan, and transferred to other operating units with compensation.

According to the plan, the environmental protection department of Shandong Province has finalized 3 operating units and 1 comparison unit through public bidding. They will pilot the first 28 air monitoring stations in Jinan, Binzhou and Heze, including 16 in Jinan, 6 in Binzhou, and 6 in Heze. The monitoring indicators include five parameters of inhalable particulate matter, sulfur dioxide, nitrogen dioxide, carbon monoxide, ozone, and meteorology. All indexes, spare machines, and supporting ancillary equipment are included in the pilot scope. During the pilot period, if additional monitoring items are required according to national and provincial requirements, they will be included in the scope of the pilot.
