China realizes full coverage of hazardous waste supervision

On March 3, a reporter learned from the Solid Waste Management Division of the State Environmental Protection Administration that in early 2008, the administration issued a comprehensive policy restricting the import of solid waste and classifying certain materials as restricted raw materials within a single month. This move was accompanied by the formal implementation of several key regulations, including the "Catalogue of Solid Wastes," the "Catalogue of Solid Wastes for Automatic Licensing as Importable Materials," and the "Regulations on the Examination and Approval of Exports of Dangerous Materials." These rules aimed to strengthen oversight of hazardous waste, which is defined as any solid waste containing radioactive, toxic, corrosive, or pathogenic substances. Hazardous waste is categorized into 47 groups, with over 600 types in total. Due to its complex composition and potentially severe environmental and health impacts—such as being toxic, flammable, explosive, or having latent pollution effects—it remains a major challenge in global environmental protection. In January 2004, the State Environmental Protection Administration launched the "National Hazardous Waste and Medical Waste Disposal Facility Construction Plan," pledging to invest 14.92 billion yuan to safely manage hazardous, medical, and radioactive waste by the end of 2006. However, the plan faced numerous obstacles during implementation, with many provinces and cities failing to complete their assigned projects. Some local governments resisted the establishment of hazardous waste disposal centers, leading to site changes in projects in Hebei, Henan, Sichuan, and Jiangsu. Others were only willing to handle local waste, refusing to accept waste from other regions. In some cases, provincial responsibilities were shifted to city-level agencies, further delaying progress. Internationally, foreign companies have attempted to export high-cost hazardous wastes to China under the guise of trade. Incidents of illegal imports, such as foreign garbage found in Beijing, Nanjing, and Xinjiang, have raised concerns about environmental safety. To address these issues, at the end of January 2008, the government introduced three new waste management regulations, updating the previous classification system. Additionally, on February 18, China implemented the "Administrative Measures on the Approval of the Export of Dangerous Substances," reinforcing its commitment to responsible waste management. As a signatory to the Basel Convention, China has pledged not to illegally transfer hazardous waste to other countries, demonstrating its growing role as a responsible global player in environmental protection.
