On March 27, during a meeting on equipment management in the refining sector, leaders of China National Petroleum Refining and Chemical Company emphasized the importance of enhancing equipment management to ensure safe and stable operations. This year, 175 major process units in the refinery will undergo shutdowns and overhauls. Notably, 60% of refining accidents occur during inspection and maintenance phases. Therefore, the company is focusing on improving overall equipment management and promoting controlled production practices. Ensuring the safety and stability of equipment remains the top priority for the year.
Currently, the refining and chemical division manages over 120,000 sets of equipment and about 1.1 million pieces of instrumentation and electrical devices. Managing such a vast number of assets is a complex task that requires careful attention to ensure equipment operates safely, reliably, and efficiently. As refineries expand and equipment becomes more automated, intelligent, and complex, the use of advanced technologies and management tools has become essential for maintaining operational safety and achieving comprehensive production control.
To support this, the "China Petroleum Refining and Chemical Company Equipment Integrated Management Platform" has been officially launched after expert testing and acceptance. This system provides valuable insights into improving equipment management strategies. In addition, the company has introduced Risk-Based Inspection (RBI) technology for certain equipment. RBI not only offers scientific and practical methods for managing pressure vessels and pipelines but also supports long-term, safe operations. Currently, 57 refining or chemical plants are using RBI technology, with 43 already completed.
Furthermore, to ensure the safety and reliability of key equipment and large units, the refining and chemical sector has added condition monitoring points to 292 critical units across nine chemical companies. So far, 210 online monitoring systems have been installed and connected to the network, covering 71.9% of the targeted units. This marks the initial establishment of a comprehensive online monitoring and fault diagnosis system for China's oil refining and chemical industry, significantly enhancing equipment performance and operational safety.
