In Shanxi Province's "Eleventh Five-Year Plan," equipment manufacturing was positioned as one of the eight key pillar industries, with a strong focus on development. By 2010, it was projected that large-scale equipment manufacturing enterprises in the province would generate sales revenue between 80 and 100 billion yuan, with an industrial added value reaching 26 billion yuan. This represented more than 12% of the province’s total industrial economic output, highlighting the sector’s growing importance.
To support this vision, Shanxi established a leading group to promote the integration and upgrading of its equipment manufacturing industry. The province initiated efforts to revitalize the sector by developing the "Opinions on the Implementation of Shanxi's Revitalization of Equipment Manufacturing Industry." During the "Eleventh Five-Year Plan" period, Shanxi followed a set of guiding principles including resource integration, group-based development, technology introduction, joint ventures, specialized collaboration, scale operations, brand creation, and market expansion.
The goal was to enhance production capabilities, elevate technological standards, and develop complete products, system solutions, and product series. Special attention was given to overcoming challenges in heavy-duty truck assemblies and coal-fired engines, resulting in significant progress in the industry. This has laid a solid foundation for the sector, which is now seen as highly promising and well-motivated.
Additionally, the province aimed to build a strong regional brand by restructuring companies and joining forces with major domestic enterprise groups. The plan included creating a group of competitive leading manufacturers, such as Taizhong Group, to ensure that Shanxi's equipment manufacturing industry holds a prominent position both domestically and internationally.
It is reported that there are 753 enterprises above the designated size in Shanxi's equipment manufacturing industry, with total assets amounting to 52 billion yuan. These enterprises account for 8.7% of the province’s industrial economic output and have developed a number of enterprises and products with clear competitive advantages within the national market.
