In many places, pesticides have fallen into an awkward situation where there are no vehicles to transport, no one dare to transport, and illegal transportation. The Secretary-General of the China Association for the Development and Application of Pesticides, Ye Guibiao, told reporters that as the “Regulations on the Safety Management of Chemical Hazardous Substances” did not adequately consider the particularity of pesticide products, pesticides were generally incorporated into hazardous chemicals, causing an increase in the burden on enterprises, and some SMEs increased annually. The transportation costs range from a few million to tens of millions. At the same time, most companies have violated the law during the transportation process. Ye Guibiao said that the introduction of the notice was made by China Pesticide Development and Application Association after two years of hard work.

According to the reporter, at present, more than 600 kinds of pesticides registered in China have been registered and more than 23,000 products have been produced. According to the pesticide toxicity grading standards set forth in the national standard "Pesticide Registration Toxicology Experimental Method", among the 23,000 pesticide products obtained according to law, the highly toxic products accounted for 0.07%, the highly toxic products accounted for 3.6%, and the poisoned products accounted for 23.1%. Regional products accounted for 67.2%, micro-toxic products accounted for 6.0%, of which less than 5% of highly toxic products. In addition to increasingly standard packaging requirements and internationally accepted transport exemption practices, the majority of pesticide products are no longer within the scope of hazardous chemicals management in the transport sector. According to the "Regulations on Safety Management of Chemical Hazardous Substances" and "Dangerous Goods List", all types of pesticides are generally classified as hazardous chemicals for management.
