The reporter learned from the Ministry of Commerce last week that the “Regulations on Mandatory Motor Vehicle Discarding Standards” (Draft for Soliciting Opinions) formulated by the Ministry has publicly solicited opinions from all sectors of the society.

According to the scrapping standards, China will scrap motor vehicles that have reached a certain mileage.

For the majority of car owners concerned about the retirement of private cars, the scrapping standard draft seeks no restrictions on the number of years of non-operating small, minibuses and large cars, but it states that the maximum value of scrapped mileage is 600,000 kilometers.

The aforementioned mandatory motor vehicle scrap standards require people who have reached the specified service age, are repaired and adjusted and still do not meet the national standards for safety technology of motor vehicles, discharge air emissions to the atmosphere after repairing and adjusting or using control technology. Contaminants or noises that do not meet the national standards, registered motor vehicles that are relevant to the requirements of vehicles in use, and that have not obtained the motor vehicle inspection qualification marks within three consecutive periods of the motor vehicle safety technical inspection period after the expiry of the validity period of the motor vehicle shall be forcibly discarded.

The owner shall sell motor vehicles to scrapped motor vehicles for recycling and dismantling. The scrap motor vehicle recycling and dismantling enterprise shall perform registration, dismantling, and destruction according to the regulations, and scrap motor vehicle registration certificates and license plates. The categories of motor vehicles specified in the scrapping standard consultation document are as follows:

8 years for small and micro-rental passenger cars, 10 years for medium-sized rental passenger cars, 12 years for large-scale rental passenger cars, 15 years for leased passenger cars, 10 years for small coaches, and 12 days for medium-sized coach passenger cars. Year, 15 years for large-scale coach passenger cars; 13 years for bus passenger cars; 10 years for other small and micro-operating passenger cars; 15 years for passenger cars of other large and medium-sized operations; (Excluding large-sized cars) 20 years of use; three-wheeled vehicles, low-speed trucks equipped with single-cylinder engines for 9 years, low-speed trucks with micro-cylinder engines and micro-cargo trucks for 12 years, and dangerous goods vehicles for 10 years. Other trucks (including semi-trailer tractors and trailer-mounted tractors) are used for 15 years; special vehicles with cargo functions are used for 15 years; special vehicles without cargo functions are used for 30 years; trailers and transport of dangerous goods The semi-trailer is used for 10 years, the container semi-trailer for 20 years, and the other semi-trailers for 15 years; the tricycle is used for 12 years, and the other motorcycles are used for 13 years.

The scrapping standard Opinions Draft points out that for small and micro-rental passenger cars and motorcycles, the relevant departments of the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government may formulate regulations that are stricter than the above-mentioned years of use in light of local actual conditions, but small and micro-rental passenger cars may not Less than six years, the three-wheeled motorcycle must not be less than 10 years, and other motorcycles must not be lower than 11 years. According to the interpretation of the exposure draft, the starting date of the service life of a motor vehicle is calculated based on the registration date. However, if the registration process is not completed within two years from the date of shipment, it shall be calculated according to the date of manufacture.

The draft for mandatory scrapping of motor vehicles stipulates that there is no limit on the number of years of use for small and micro-sized non-operating passenger cars, large-scale non-operating cars, and wheeled special-purpose vehicles.
