The Kane County Chronicle recently published an article discussing a ballot referendum that will be voted on by some residents in the Elburn Fire Protection District. On November 4, eligible voters will decide whether they want to transition from the current fire district to the Fox River and Countryside Fire/Rescue District.
This proposed change has sparked political debate. The Elburn Village Board recently passed a resolution opposing the potential disconnection, while Fox River Fire Chief Greg Benson claims that some opponents are spreading false information about his district's services.
Approximately 3,000 registered voters live in the area under consideration for the disconnect. This region is roughly bounded by LaFox Road to the east, Anderson Road to the west, Campton Hills Road to the south, and Silver Glen Road to the north.
Elburn and Countryside Fire Protection District Chief Kelly Callaghan emphasized that his department has a long-standing history of providing reliable fire and emergency medical services in the area. He noted that the agency recently opened a new station in Lily Lake to better serve the community. "Our department has been around for 132 years—longer than three," he said.
Benson argued that the quality of service won't be compromised, as a court ruling determined that the Fox River district would provide comparable service. In fact, he claimed that residents could see faster response times. Currently, calls from the disconnect area are routed through Kane Comm and then transferred to Tri-Com before units are dispatched, which can take up to four minutes. In contrast, Fox River calls are handled directly by Kane Comm, reducing the process to about two and a half minutes.
In terms of cost, property owners could save money if they join the Fox River district. Benson pointed out that Elburn’s tax rate is approximately 0.79, while Fox River’s is about 0.27. To illustrate the potential savings, the Fox River district provided examples of homes in the area. For instance, a house on Fox Creek Drive in Campton Hills paid $1,548.28 in taxes to Elburn but would only pay an estimated $524.44 to Fox River—a difference of over $1,000. On the lower end, some homeowners might save around $350.
If the disconnection is approved, Callaghan admitted that the exact financial impact on the Elburn district won’t be clear until the levy is finalized. “We’re going to do everything we can to avoid layoffs,†he said. “We still have 20,000 people in our district who need the same level of service.â€
Both fire districts charge EMS fees, which the chiefs say is standard practice. The rates vary depending on residency and the type of ambulance used.
Benson also addressed concerns about his district charging fees for fire responses, which he denied. However, he explained that their cost recovery ordinance allows them to charge fees in specific cases, such as for arsons or repeated false alarms. If someone has a history of false alarms and refuses to fix their system, a fee could be applied.
