Mei Kebao pointed out that metrology is an important cornerstone for the development of human civilization. In recent years, China's metrology industry has made considerable progress. The "Measurement Law" has played an important role in promoting production, trade, scientific and technological development, and safeguarding the interests of the country and the people. Currently, the objective conditions for the revision of the "Determination of Measurements" have matured, and their urgency has become increasingly apparent. The first is to improve the measurement management system, promote the development of the measurement business, scientifically and reasonably regulate the rights and obligations of citizens, legal persons and other organizations, and scientifically and reasonably regulate the powers and responsibilities of the quality inspection department and related departments. The second is to reflect the organic combination of market regulation and government management, implement the overall requirements for the transformation of government functions into economic regulation, market supervision, social management, and public service, and minimize the production and business activities, general investment projects, and qualification qualifications. The revised draft has changed from the simple adjustment of measurement instruments to the adjustment of both measurement instruments and the adjustment of measurement results, and more attention has been paid to the specification and management of measurement results. The fourth is to reflect the organic combination of international rules and China's actual conditions, draw lessons from the foreign metrological supervision system and internationally accepted rules of acceptance, and adopt new concepts such as the verification system for measuring instruments and the parallel management of calibration systems. The fifth is to reflect the organic combination of “reform law” and “reform”. The reform method must be advancing with the times and be forward-looking. At the same time, “major reforms must be based on laws and regulations.” Administrative approvals, penalties, and fees must strive to achieve rigorous examination and approval, classification of penalties, and focus on charges.

Wu Qinghai emphasized that measurement is widely used in all aspects of economic construction, social management, and people's lives. The revised "Measurement Law" will provide guidance and protection of the law within a certain period of time.
