With the launch of ethanol gasoline No. 97 for vehicles in Liaoning Province on August 1, the three northeastern provinces—Liaoning, Jilin, and Heilongjiang—have completed a full-scale closed-loop promotion and use of ethanol gasoline. As of now, the total sales volume of ethanol gasoline has reached 4,246,600 tons, marking a significant step forward in the region's energy transition. On October 11, the National Development and Reform Commission held a report meeting in Jilin City to review the pilot projects of ethanol gasoline in the three provinces, summarizing and promoting the experiences gained from the trials.
Representatives from the Ministry of Finance, as well as officials from the development and reform commissions, economic and trade committees of Jilin, Liaoning, and Heilongjiang provinces, and key personnel from PetroChina attended the meeting. During the session, the director of the Three Northeast Provinces' Ethanol Gasoline Promotion Office provided an update on the implementation of ethanol gasoline. According to the report, Jilin Province has set "three firsts" in China’s ethanol gasoline initiative: it was the first to establish a legal framework by enacting and implementing government regulations; it was the first to achieve a closed promotion of ethanol gasoline within its provincial jurisdiction, starting on November 18, 2003; and it was the first to cover the entire market with ethanol gasoline. By the end of September this year, ethanol gasoline sales in Jilin reached 1.38 million tons, with an average market coverage rate of 98.2%.
Liaoning has made rapid progress since the trial of ethanol gasoline began in Tieling and Huludao in June last year. By the end of September, cumulative sales of ethanol gasoline reached 1,734,600 tons, with an average market coverage rate of 90%. In Heilongjiang, the province fully promoted ethanol gasoline for vehicles starting November 1 last year. By the end of September, total ethanol gasoline sales reached 1.15 million tons, with a market coverage rate exceeding 95%.
Xiong Bilin, deputy director of the Industry Development Department at the National Development and Reform Commission, emphasized that ethanol and gasoline production enterprises in the three northeastern provinces should focus on diversifying raw materials and conducting research and development efforts. He urged them to reduce costs through all possible means to ensure the sustainable and healthy development of the fuel ethanol industry. This initiative not only supports environmental protection but also strengthens regional energy security and promotes the green transformation of the transportation sector.
