With the start of ethanol gasoline sales for vehicles in Liaoning Province on August 1, the three northeastern provinces—Liaoning, Jilin, and Heilongjiang—have completed a full-scale closed-loop promotion and use of ethanol gasoline. As of now, the total sales volume of ethanol gasoline has reached 4,246,600 tons. On October 11, the National Development and Reform Commission held a report meeting in Jilin City to review the pilot program of ethanol gasoline in the three northeastern provinces, summarizing and promoting the successful experiences gained during the trials.
Representatives from the Ministry of Finance, as well as officials from the provincial development commissions, economic and trade committees, and PetroChina attended the meeting. During the event, the director of the Office for Promoting Ethanol Gasoline for Vehicles in the three provinces presented an overview of the progress made in promoting ethanol gasoline. According to the report, Jilin Province has set several "firsts" in China’s ethanol gasoline initiative: it was the first to establish a legal framework by enacting and implementing government regulations; on November 18, 2003, it became the first province to successfully implement a closed-loop promotion of ethanol gasoline within its administrative boundaries; and it was also the first to achieve full market coverage for ethanol gasoline. By the end of September this year, Jilin had sold 1.38 million tons of ethanol gasoline, with an average market coverage rate of 98.2%.
Liaoning Province has seen rapid progress since the trial of ethanol gasoline began in Tieling and Huludao in June last year. As of the end of September, cumulative sales reached 1,734,600 tons, with an average market coverage rate of 90%. In Heilongjiang, ethanol gasoline was fully promoted starting on November 1 last year, and by the end of September this year, the province had sold 1.15 million tons, with a market coverage rate exceeding 95%.
Xiong Bilin, deputy director of the Industry Development Department at the National Development and Reform Commission, emphasized that ethanol and gasoline production enterprises in the three northeastern provinces should focus on diversifying raw materials and conducting research and development. He urged them to reduce costs through all possible means to ensure the sustainable and healthy development of the fuel ethanol industry.
